- Correspondence, 1967-1971. Official correspondence reflecting the official, constitutional, and political duties of the Office of the Governor. The series consists mainly of incoming and outgoing correspondence filed by general subject area, agency or organizational name, or county name. Kirk's first year in office, 1967, is represented well; however, there are large gaps in the series from 1968-1970. Since the Executive Branch was reorganized during Kirk's term, name changes occurred for many state agencies. Materials for those agencies that have undergone name changes are sometimes found under both terms.
- Campaign position papers, 1966. Kirk's "white papers" stating his position on key issues during his campaign for Governor. The papers cover the following issues: conservation, education, finance and taxation, law enforcement, highways, and senior citizens.
- Legal files, 1967-1971. The records include transcripts of hearings, reference notes, published reports, meeting agendas and minutes, investigative reports, and correspondence. The series documents the legal activities of the Kirk administration in many areas, including school integration and forced busing; crime prevention and law enforcement; obscenity and pornography cases; oil and gas leases; and Kirk's "War on Crime," which included investigations and suspensions of various public officials. Of particular interest are the records related to the Florida Inter-Agency Law Enforcement Planning Council and the Commission on Obscenity and Pornography.
