Biographical/Historical Note

D. Robert "Bob" Graham was born in Coral Gables, Florida on November 9, 1936. He graduated from Miami High School in 1955, received a bachelor's degree from the University of Florida in 1959, and received a law degree from Harvard in 1962. Prior to entering public office, he practiced law, served as an executive with the Sengra Corporation, a family-owned construction firm, and with the Graham Companies. He and his family have been instrumental in developing portions of South Florida, including Miami Lakes. He served in the Florida House of Representatives (1967-71) and the Florida Senate (1971-78). He was elected governor of Florida in 1978 and 1982. After serving two terms, Florida's limit, he was elected to the U.S. Senate in 1986 and re-elected in 1992 and 1998.

Scope and Content

Correspondence, legislation, memoranda, committee files, press releases, notes, reports, news clippings, speeches, trip files, publications. This collection covers Graham's legislative activities and public policy initiatives during his tenure in the Florida House of Representatives (1966-1970) and the Florida Senate (1970-1978). In addition to the legislation sponsored or co-sponsored by Graham, the bulk of the collection is comprised of committee files, subject files, and correspondence regarding legislative issues. Major topics include education, environmental conservation, Florida economics, and health care. Other topics include the Equal Rights Amendment, the Cross Florida Barge Canal, aging, Dade County issues, state universities, Big Cypress, housing, desegregation, the Education Commission of the States, Lands for You, abortion, Interama, 4 Clean Water, the Select Council on Post-High School Education (SCOPE), underground power, and land use.

The collection also includes a large number of speeches, articles, news releases, and publications by Graham. A small amount of office files and itineraries also provide information regarding the activities of Graham and his staff.

Campaign files document Graham's rise in Florida politics from state representative in 1966 to governor in both 1978 and 1982. Additionally, campaign files also document Graham's aid to electing fellow Democrats, Broward Williams, Talbot "Sandy" D'Alemberte, Robert King High, and LeRoy Collins. Files are arranged chronologically from 1966 to 1982. The largest amount of material relates to Graham's first campaign for governor in 1978.

Legislative Files, 1967-1978

This series consists primarily of materials pertaining to Graham-sponsored legislation, including copies of bills, correspondence, and reports. In addition, the series includes some material on general legislation not sponsored by Graham, as well as correspondence related to this legislation. A small amount of federal and non-Florida legislation is also included. Although most of the files deal with specific pieces of legislation or legislative issues, there are also several files containing legislative summaries of bills introduced by Graham during specific sessions. A small portion of the material pertains to the activities and organization of the Florida legislature. Files are arranged alphabetically, and many folders also contain bill numbers (e.g., SB 56) in the folder title.

Campaign Files, 1966-1982

Campaign Files document Graham's rise in Florida politics from state representative in 1966 to governor in both 1978 and 1982. Additionally, campaign files also document Graham's aid to electing fellow Democrats, Broward Williams, Talbot "Sandy" D'Alemberte, Robert King High, and LeRoy Collins. Files are arranged chronologically from 1966 to 1982. The largest amount of material relates to Graham's first campaign for governor of Florida in 1978. Furthermore, Graham kept abreast of statewide campaigns throughout his own political bids and material related to those races can be found in general files from 1966 to 1972.

Graham's early political career coincided with major changes in Florida's election process. Fair representation among Florida's southern and northern legislative districts was a contentious issue and resulted in court ordered reapportionment in 1966 and a new Florida Constitution in 1968. For Graham and other legislators elected to serve in 1966 this federal mandate demanded a new election be held in 1967. Additionally, the Florida Constitution of 1968 also called for reapportionment in 1972. Graham's political career was once more affected. In 1970, Graham won a seat in the State Senate, but the 1972 reapportionment of his district triggered another election. Graham ran unopposed that year and fellow legislator, Rep. Louis Wolfson II wrote to Graham, "Congratulations on the good judgment shown by any potential opposition you might have had." Campaign files do not include records from Graham's successful bids for U.S. Senate in 1986, 1992 and 1998.


Campaign for Florida House of Representatives, 1966

The earliest campaign records date to Graham's 1966 bid for the Florida Legislature where he represented a portion of Dade County. Materials include correspondence, endorsements, publicity files, surveys and clippings. Graham's campaign brochure touted his unique combination of urban-rural administrative experience as a community developer, dairy farmer, and Harvard educated attorney. After securing victory in the Democratic primary in May of 1966, congratulations poured in. On May 16, State Representative Robert Shevin expressed his best wishes for Graham. Shevin would later become Graham's main opposition in the Democratic primary for governor in 1978.

Similar to Graham, Talbot "Sandy" D'Alemberte, a fellow Democrat, also sought a seat in the Florida Legislature in 1966. Correspondence between the two candidates reveals a playful relationship. Graham also hosted a series of events on D'Alemberte's behalf.

In addition to his own campaign in 1966, Graham worked on the Broward Williams campaign for state treasurer. For Williams, Graham served as campaign manager from Dade County. Materials relate to the Williams campaign organization and include campaign committee files, correspondence, and schedules.

Campaign for Florida House of Representatives, 1967

The 1966 legislative session was short lived as Florida faced a court mandated reapportionment. Of reapportionment, Graham wrote to Jay Morton of the Hialeah Home News on February 13, 1967. He stated, "As you can see, legislators are not the only people who had difficulty figuring out what the court was going to do." In the special election of 1967, Graham relied on his brief but impressive experience in the Florida House being the only freshman representative from Dade County to serve on the all-important Appropriations Committee. Files from the special election of 1967 include correspondence, endorsements, and items from the Democratic Executive Committee of Dade County.

Campaign for Florida House of Representatives, 1968

Following successive campaigns in 1966 and 1967, Graham took once again to the campaign trail in 1968 and ran without opposition. Materials include correspondence and items related to the Democratic Executive Committee of Dade County.

In 1968, Graham also worked with U.S. Senate candidate and former Florida governor, LeRoy Collins. Materials include research for the Collins senatorial campaign and information related to a large reception hosted by the Grahams in honor of Collins.

Campaign for State Senate, 1970

On February 20, 1970, Graham announced his candidacy for State Senate. Although official campaigning could not start until July, letters of support poured in. On February 24, 1970, Dr. Gerald C. Ross wrote to Graham, "I have followed your career in the house with interest and admiration, particularly in this time of educational crisis... Let me know when you get the wheel rolling so that we may help to put our shoulder to it." Pursuant to his agenda in the Florida House, Graham continued his quest for improving education in Florida during the campaign and materials related to education research are present. Additionally, materials reflect a larger campaign organization and include party files, endorsements, position papers, publicity and constituent questionnaire files.

Campaign for State Senate, 1972

In 1972, the Florida Legislature reapportioned its districts and Graham sought re-election in a new two-member district in North Dade County. 1972 yielded great success for Graham as he had been awarded the "Lawmaker-Newsmaker Award" by the capitol press corps and "Most Valuable Legislator in the Senate" sponsored by the Florida Publishing Company. Materials reveal the Graham campaign capitalizing on these achievements. Additionally, Graham ran unopposed and easily secured his seat in the State Senate. Campaign for State Senate, 1976

In 1976, the Miami News called for change in the Dade County legislative delegation with one exception, State Senator Graham. Hailed as a champion for education and conservation issues, endorsements for Graham's campaign streamed in. While seeking another term in the State Senate, Graham was open with supporters about his future plans. In a form letter, Graham wrote: "As you may know, I am giving serious consideration to being a candidate for Governor in 1978. It is important to be candid with you and all others involved in my re-election campaign. These dual objectives are consistent and reinforce my primary concern that the people's desires for a sensitive, progressive, and effective government be converted into reality." Items reflect Graham's burgeoning political aspirations and include correspondence, press releases and fundraising materials.

Campaign for Governor, 1978

As predicted, Graham set his sights on the Governor's seat in 1978 and resigned his State Senate seat to pursue that goal. As Graham's largest campaign until his bids for U.S. Senate, campaign materials reflect the statewide race. Graham selected popular veteran legislator Wayne Mixson to accompany him in the campaign to the State House and in Tallahassee the phrase "The Graham Cracker Team" was born. Of Mixson's selection, newspaper reporter Michael Richardson wrote in April 1978 that, "bringing Wayne Mixson into his [Graham's] camp is the No. 1 personnel triumph of the already-long 1978 governor's race." Materials include extensive campaign organization files including planning notes beginning in 1977, key staff member files from Peter Quincy, Bob Parks, and Harvey Abrams and a comprehensive publicity campaign. The Graham campaign also maintained files for each county to include fundraising and voter registration information. More detailed materials come from Dade and Palm Beach Counties. Correspondence is arranged chronologically from January 1977 to November 1978. Materials also include fundraising files and information on campaign appearances at various community events. Information on Mixson and Graham's challenger in the Democratic primary run-off, Robert Shevin, also appear in the collection. Topical files arranged alphabetically appear on key campaign topics from agriculture to women's issues. Clippings files document the campaign in the press.

After a hard won fight securing the Democratic nomination, Graham and Mixson sailed to victory in November 1978. Inauguration took place the following January and materials related to the inaugural preparations are present.

The Graham campaign was also noted for the creation of Workdays. In conjunction with national political consultant Bob Squier, Graham initiated a series of workdays in which he participated in the jobs of everyday Floridians. Through 1977 and into the election year of 1978, Graham conducted 100 workdays, where he connected with the people of Florida and their lives. Present in the collection are press releases from all 100 Workdays as well as the Workdays schedule. Campaign for Governor, 1982

On the Fourth of July weekend in 1982, Governor Graham and Lt. Governor Mixson announced their re-election campaign with Graham declaring, "Wayne and I are now at the mid-point of an eight year term of office." Materials related to the re-election campaign include itineraries for June-November 1982, press releases and two large constituent surveys. Just as Graham forecasted in July, he and Lt. Governor Mixson entered into a second term in January 1983. An inauguration file documents the ceremony.
