Graham, Ernest R., 1886-1957
Papers, 1908-1957 [primarily 1923-1948]

Politician, dairy farmer,
and rancher. Born in South Dakota. Moved to Dade County, Florida in 1921 to raise sugar for the Pennsylvania Sugar Company. Served as Florida
state legislator (1937-1944). Unsuccessful
gubernatorial candidate in 1944. Also ran unsuccessfully
for Dade County Commission in 1948.
By 1929, Pennsylvania Sugar
apparently had discontinued operations in Florida, and Graham was involved as
operator of the Pennsuco Farming Company, either leasing land from or
in partnership with the sugar company. In time Graham acquired the property and
converted it to dairy farming. He was a member of the boards of the Dade
Drainage District and the State Road Department (1929-1931).
In 1936 Graham was elected to the
Florida State Senate, where he served two terms. As a senator, he sought to
increase taxes on horse racing in order to increase funding for the aged. This
led to his chairing of a Senate Committee to Investigate Racing in the State of
Florida, which resulted in the publicizing of alleged corruption and mob
connections within the Florida racing industry. Some increase in taxation did
result.
While still a senator, Graham went to Washington in 1942 as a lobbyist for Dade County and Miami, seeking more government
contracts and other benefits for the area. He promoted the use of a barge canal
across Florida through Lake Okeechobee to avoid the risk of war-time shipping
through the Florida Straits.
He entered the 1944 gubernatorial campaign against two major opponents, Millard Caldwell and
Richard Lex Greene. After finishing third in the Democratic primary, he
supported Greene.
After leaving the legislature, Graham returned to
farming in Dade county. In 1947-48, he returned to politics
to campaign for a seat on the Dade County Commission, running largely on water
control issues. He lost in the primary election.
Arrangement: Ernest
Graham's papers are divided into five parts, usually centered on a major phase
of his career. There is slight chronological overlapping between parts, and all
items m. not relate to the overall theme. The small number of personal papers,
for example, is divided among the groups, based on date.

Correspondence and Records, 1936-1944, (III) Gubernatorial Campaign, 1943-1944, (IV) Later papers and records, 1912 [bulk 1945]-1957, and (V) Photographs and scrapbooks of clippings 1908 [bulk 1923]-1948.
Summary: The
Ernest R. Graham papers contain correspondence and other written documents,
photographs, and newspaper clippings, illustrating Graham's career in truck and dairy farming, as a public servant on the Dade Drainage Commission,
the State Highway Board, as a member of the Florida Senate, and as a political
campaigner for the Governor of Florida and Dade County Commission. There are
strong subject emphasis on horse racing and racketeering, the gubernatorial
campaign, and on drainage and other forms of water control in Dade County and
in the Everglades.
Part I: Correspondence and
Records [ca.1925, bulk 1928]-1936. Agriculture Papers, Dade Drainage District,
and State Highway Department Records. 5 boxes.
The bulk of the correspondence relates to Pennsuco
Farms, Graham's truck farm, and to operations of Graham's Dairy. It also
includes Graham's files as a member of the State Road Department and the Dade
Drainage District, including a consulting engineer's report on drainage and
State Road Department financial records. Some personal papers are included.
Part II: Legislative
Correspondence and Records, 1937 -1944.17 boxes. Includes correspondence,
records of bills, information files on legislation, and racetrack investigation
material.
Primarily the records of Graham's legislative
career, from his campaign announcement in 1936 to documents concerning a proposed special session
in May, 1944, but excluding records of his run for governor.
The major type of
document is correspondence, often accompanied by copies of bills and other
records. There is a subarrangement of correspondence from 1936-1943 (boxes
6-15), and subject files, corresponding to the legislative sessions of 1937, 1939, 1941, and 1943 (boxes 16-22). The major subject treated is horse racing (boxes 1719),
including one box each of documents, correspondence, and clippings. Records in this part are not strictly
related to legislation, and there are some personal and private business
records.
Part III: Gubernatorial Campaign
,1943-1944. 8 Boxes.
The campaign papers (8 boxes) consist primarily of
correspondence (7 boxes), and of one box of media material, primarily newspaper
and radio, advertising, speeches, and platform drafts. The correspondence
contains individual letters with supporters and voters, and examples of direct
mailing to groups of constituents. Files on his opponents are included in the
correspondence, which is primarily about, not with them. This part of the
papers extensively documents Graham's use of direct mail, print and radio
advertising in the campaign.
Part IV: Later Career: County
Commission Race, Everglades Drainage, and Graham's Dairy. 3 Boxes.
Chronologically these papers include records from the end of Graham's legislative
career and gubernatorial campaign until his death. They include records,
primarily clippings, but also speeches and correspondence from his Dade County
Commission race in 1948, correspondence
and other records relating to the management of the dairy and
a group of documents relating to drainage and water control. The dairy papers
include documents assessing its value, probably compiled to settle Graham's
estate following his death in 1957. The drainage and other water files
transcend the time period and span the whole period of Graham's life in
Florida. Water control is a central theme of Graham's papers. Flooding was a
major concern of the Pennsuco sugar operation, perhaps leading to its demise.
It occurs as a topic in the legislative records, and was a major concern to
Graham, as a property owner, after he left the legislature. His Dade County
Commission race was based largely on water control issue, and Graham was
involved in litigation against the Everglades Drainage District.
Part V: Photographs
and clippings. One box of loose photographs and four albums and scrapbooks.
The loose photographs contain a few pictures of Graham and a few relating to his
investigation of bookie operations, and one scene from his home in Michigan.
The great majority, however, relate to flooding in Dade County. Like the water
documents, they are from two periods, the twenties, and the late forties. There
are extensive photographs of high water in various places, following the
hurricanes in 1947 and 1948.
The photograph album contains pictorial records of growing sugar cane in
1923. Three scrapbooks contain clippings primarily of Graham's experience as
Washington lobbyist in 1942, the Cross-Florida Canal (Stuart-Ft. Myers), and
Florida political issues, prior to his entering the gubernatorial race in 1943.
