Notable aspects to the terms in which Chappell served in congress:


National:


the space race and NASA
the Cuban Revolution and refugees
serving as a "conservative" Democrat during the Nixon and Reagan republican administrations
the Soviet Union and the arms race


Florida:


Environmental legislation:

Big Cypress National Park, Spessard L. Holland National Seashore, Everglades National Park (expansion)
Cross-Florida Barge Canal
Federally funded public works projects within his district (Post Offices, sewage/water systems, roads, etc.)

The collection consists of primarily of correspondence, augmented by other materials, from Chappell's congressional terms.

Chappell, like Paul Rogers, was a staunch conservative in his views on international relations and politics. Domestically Chappell was an advocate of governmental fiscal restraint, but an advocate of governmental spending on projects intended to have an economic benefit to his district. Many of the pieces of correspondence in the collection from Rogers to his congressional colleagues give background to his votes on major legislative issues of the time.
