LIBRARY BINDING COMMITTEE:
MINUTES OF 08/20/97 MEETING

  1. The Committee met at 10:00 a.m. in the Second Floor Conference Room of Library West.

  2. Copies of OPS timecards were requested, and Preservation Dept. Chair authorization was mentioned. Several branches funded returning students on Pres. OPS this summer, so authorization was not effected. Authorization will be required for new students. Erich needs the names, social security numbers, and pay rates of returning and new students currently on Preservation funds.
  3. Position Descriptions were discussed. A "Common Position Description for OPS" list was distributed for Committee Review. Three basic areas were identified: 1)Binding Preparation: Periodicals and Monographs, 2)Circulation, and 3)End-Processing. Basic duties were defined and edited, and the Committee will send updates via email to the Binding Coordinator. Criteria in these areas will serve as the basis for performance measures and common text for position descriptions.
  4. The Committee discussed how OPS performance measures should be developed and implemented. Some members questioned how these measures would be applied and how we will explain them to new and returning students. The Committee will define these measures and determine how we will provide feedback to OPS staff about their overall work. Copies of current USPS performance measures exist, and the Committee will use these as guides to produce common definitions for OPS measures. These measures must be established to ensure that additional binding funds are granted.
  5. Training modules were mentioned and will be explored.
  6. It appears that we used fewer Preservation-funded OPS hours in July than was originally estimated. Branches will report ACTUAL hours and send copies of timecards, plus productivity reports to Laurel.
  7. HELP, Heckman's automated binding software, will be installed in branches in the next few weeks, but file accounts were zipped in Heckman's installation package, and some trouble has occurred as a result. Erich will unzip the files, and they should be ready soon. If the files do not work as they are, and if migration to NT is slow, we may pursue individual PC installations. The networked version will prevail in the end because it will allow for more security and ensure that backups will be made. Erich asks that we back up all HELP files made on individual PCs.
